MisOC dismayed on Ocampos pronouncements; Crime Volume decreases to 57%




OroquietaCity-Misamisnon’s are dismayed on what had Congressman Loreto Leo Ocampos of the 2nd Congressional District and Former City Councilor Constancia “Connie” Lim, city mayorial candidate that lost to City Mayor Nova Parojinog-Echaves pronouncements that was published in a national papers citing that until now the province is facing big problem on peace and order and pointed out that the Kuratong Baleleng, a former Para-military group that operates during the 70’s against communist insurgents and allegedly become a syndicated crime organization still exists in the City of Ozamis and Misamis Occidental whose crimes includes, drug trafficking, kidnapping, robbery and smuggling.

“This partisan armed group is called “Kuratong Baleleng” It is being headed by former Ozamis City Mayor Reynaldo “Aldong” Parojinog” Ocampos declared in the said Philippine Daily Inquirer Publication.


With those swiping accusation, Former City Mayor Parojinog reacted and vehemently denies.


“It will wreck havoc on the economy” former City Mayor Reynaldo Parojinog said in an interview with the local media after the pronouncement was published in the Philippine Daily Inquirer dated August12, 2010 and written by a certain Dona

Z. Pazzibugan entitled” Kuratong crime syndicate back says law maker”.


Parojinog whose name was implicated with the syndicated organized crime group denies any involvement said that it does not exist any more and with, what the 2nd District congressman and his losing candidatehad said ( Philippine Daily Inquirer, August 12, 2010) is verydestructive to the new administration and the whole province of Misamis Occidental who wants peace and progress.

PPOC passed Resolution for Reconciliation

In the recentProvincial Peace and OrderCouncil (PPOC) Meeting calledby Lady Governor Hermie

Ramiro passed a resolution enjoined by the Misamis Occidental League of Municipalities to talk and a have

a dialoguewith the Ocampos with the presenceof DILG Secretary Jess Robredo, PNP Chief DG Jesus Verzosa,and AFP Chief of Staff Gen RicardoDavid to settle things and determine the veracity of thereport.


Governor Ocampos has served the province for the last nine years as Provincial Governor andeven, headed the League of Provinces of the Philippines.


“It is sad to note on my part as the immediate past governor of Misamis Occidental that our efforts were not enough…and there was no serious effort from the past administration to eliminate private armies, not until the Maguindanao massacre(November 23, 2009) occurred,” Ocampos said accordingly in the Philippine Daily Inquirer.


However, Peace advocates commented ”If he has forgotten that ithis responsibility to make things in order and put the province into a peaceful place, then,his pronouncement are irresponsibility of a former chief executive and it’s a kind of personal vendetta against his political rival” they said.


The PPOC was convened to hear updates on the peace and order situation of the whole province and matters of how to solve the present peace and order problems. In the PNP update, Provincial PNP Provincial Director P/SSupt Robert Quenery remarked that the crime volume has decreased to 57 percent if compared to the crime volume of last year to this year 2010.

“If we compare last August 2009 the rate of the crime volume of 1,569 cases, this year 2010, within 6 months of continued campaign against criminalities it decrease to 682 cases, thus it decrease to 57 %” P/SSupt Quenery said.


In the PNP facts and figures showed during the PPOC Meeting, crime against persons also decreases against last year 448 to 224 cases; Robbery 182 to 122 cases, Theft 297 to 125 cases, and other crimes in totality crime volume rate lowers down to 49% as of July 2010. There were reported minor election related incident last May 10, 2010 but it never affects the election.


On insurgency and other threats, the Armed Forces of the Philippines represented by the 55IB Army Battalion remarked accordingly that the CPP-NPA, and other Terrorist Groups has dwindled in the their activities especially in their AOR’s within the province of Misamis Occidental.


On other crimes, with the mandate of the Lady Governor Ramiro, the PNP must strengthen its campaign against illegal drugs or the violation of R.A. 9165 that leads to other crimes. “That’s why I had directed all the chief of police of the towns and cities of the province to fast track and step-up their campaign against Illegal drugs. The PNP Provincial Office will be tabulating their performances, and if they re-missed in this campaign, particularly with the anti-illegal drugs campaign, COP’s will be dealt with administrative sanctions.” P/SSupt Quenery added.


Meantime, PPOC was also updated on the alleged presence of Private Armed Groups (PAGS) in the province, the local PNP is now evaluating on the matter. It may be recalled that the PNP Mandate on providing VIP escorts is only limited to two uniformed PNP member and in a prominent threat and danger to the lives of the VIP’s. Misamis Occidental has no reported armed groups (PAGS) except those securities or bodyguards of VIP’s seen going around where their masters are.


In the special meeting called by the Lady Governor, the joint-resolution passed against the 2nd District Congressman irresponsible pronouncements together with his partymate last May 10, 2010 election, PPOC is determine to pursue and hopes that the matter will be settled wherein it becomes a personal vendetta against a political rival. If no Misamisnons will start to act on this political fracas then who will?
