No Permit, No Construction…SP Says

Oroquieta City – Like any legislative agenda, the new active and transparent legislative body of this city has initiated implementation of city ordinances and other lawful acts especially on building construction with the city suburbs and barangays.


Questioning the performance of the City Building Officials in their undertakings and issuance of building permits before construction are now given farther study and actions to be implemented initially before anything happens especially on any man made or natural disasters or conglomeration.


Non-permittance of any residential or building constructions, encroachments and road right of way consideration is one problem that faces the city because of the “pabaya” with the previous administrations and the performance of the CBO’s and the City Engineer’s Office in implementing such laws and ordinances.


In the special session conducted by the Sangguniang Panlungsod, Hon. Richard Villabert, as Chairman on the Committee on Public Works, engineering, Infrastructure and Communications submitted his report before the August body for acceptance and adaptation, the new SP Realizes that there should be moves to investigate and be more aggressive in implementing the National Building Code and the local ordinances.


In his Committee Report 10-08-140 and 141, showed that issuance of building permits, encroachments, and adopting the road right of ways is now in question that thru discussion in the hall of the Sangguniang Panlungsod, the August Body decided to pass a resolution citing the questionable performances of the designated departments.

Villabert farther explained that, in the past years, waivers are usually adopted to be sure that if anything happens on building construction, the City Engineer’s Office will not be blamed in effect the circumstances will happen, But the Civil Engineer-Councilor Villabert find it illegal and unconstitutional that the National Building Code and local ordinances will not be followed.


In the discussion, City Councilor Leocadio Digal, Vincent Guantero and Winston Catane jointly moved that this will be prioritized so that what happen in the past years will not be repeated, as to say “No permit …, No construction”.


Meanwhile, On the issue and concern of Poblacion 2 in regards with the city government project in constructing a fire wall at the back of the Post Office and City Assessor’s Office, Committee Report 10-08-139 was accepted and adopted recommending that a Memorandum of Agreement between the affected residents and the giving in of considerations by the City government to have a win-win solution, a 1-M pathway will be established along the fire wall and prioritize 5 exit points to be clean and free from any disturbances in the area in case of any incidents.


Hon. Villabert farther recommended that with the 5 exit points, Poblacion 2 Barangay officials must be responsible in cleaning the exit points and not to be used by the residents as their extensions of their dwellings and to be used as “pantawans”(lavatories) and other obstruction of the said exit points and pathways.


In other matters, Committee Report 10-08-138, the use of LED lighting features will now be experimented by the city government in order to minimize electricity consumption by wattage and conserve energy.


It may be recalled that the city government electricity consumption rises and payables to the electric cooperative become bigger especially on street and city plaza lighting.
