City Executives, Department Heads plans comprehensively

Oroquieta City – Oroquieta City LGU executives together with the city government Department head will be going to Manila for a three day workshop on Comprehensive Data Plan and Executive and Legislative Agenda on August 19-24.

With DILG Memorandum Circular citing Sections 18, 447,458, and 468 of the R.A. 7160 or the Local Government Code of 1991 and the joint Memorandum Circular No. 1 from the Department of the Interior and Local Government (DILG), the Department of Budget Management (DBM), National Economic Development Authority (NEDA), and the Department of Finance (DOF) as an oversight committee, the LGU of Oroquieta opted to program the activities with the help and support of her sister city, the City of Makati for the venue, accommodation and transportation.

The said activity is to make a doable plan for implementation as to the facts and reasons that government agencies, institutions and governance has made many plans like the CLUP (City land Use Plan), LGPMS, and many more are now becoming enormous yet chaotic for its implementation.

CLGOO Porferio Chiong who initiated and informed the city mayor of the planned planning workshop discussed it during the regular session of the Sanggunian Panlungsod this week with the Department Heads in attendance.

He gives the details and reasons why the city must undergo such workshop to make a focused, doable and comprehensive plan to make the city priorities into a united plan for implementation in a five year period and the Executive and Legislative Agenda (ELA) for a one year term (3 years) period.

Farther, CGLOO Chiong cited the 10 simplified steps to be adopted and appealed to the Department Heads to make in advance planning with their own priorities and to programmed what should be done and implemented.

“A good LGU does not re-align funds” and should focused in one direction for the benefit of its people serve” Chiong stressed.

The city Comprehensive Development Plan will be an output of the said activity, it should be doable and realistic. With a unified direction, its essence is participative in nature, the Chief Executive, the legislative body and the city government Department Heads will put their priorities and resources together to make a budget for everything, and afterwards the plan should be brought to the City Development Council for remarks and approval, and back to the Sanggunian Panlungsod for legislation.

“I am sure that this will be legislated because, as part and parcel of the plan is the Sanggunian members themselves.” Chiong added.

For the resources to be used during the planning workshop, City Mayor Jason P. Almonte share from his own pocket to accomplished such workshop and achieved the Comprehensive Development Plan as an output of good and transparent governance.(With reports from Mae P. Duque, MT News Network)
