LOT (Law and Order Team) Task Force to be created; SP creates ADHOC Committee

Oroquieta City – In pursuit of Law and order, the city government under the new administration of City Mayor Jason Paredes Almonte wants to create an implementing task force to monitor and disseminate information about the city campaign for healthy, safe and friendly city and to apprehend any violators on its implementation concerning traffic order, solid waste disposal system, and the use of sidewalks and as a whole, a city govern by a transparent good governance.

In a letter address to the City Mayor from the Chairman on Law and Order Team, Executive Assistant III Edgardo Martinez, a retired PNP Officer sighting suggestions and solution to the city Mayor after a meeting was conducted to plan and sort suggestion from its member, The Law and Order Team wants to create a Task Force manned by city personnels augmented by the City PNP to make a strong stand in the implementation of the pertaining city ordinances.

However, in the said letter of the Law and order team, the Sanggunian Panlungsod instead created an ADHOC Committee to be chaired by Hon. Leocadio Digal as per SP Resolution No. 2010-08-463 that the creation of the said committee whose composition will be joined by the Committee on Peace and Order/Protective Services; the Committee on Human Rights and Investigation, the Committee on Economic Enterprise ; the Committee on Transportation and the Committee on Environment, Protection and Natural Resources to conduct an in-depth study of the proposal to amend some section of the city ordinances concerning traffic, use of sidewalks and solid waste disposal and to create the Law and Order Task Force.

The SP farther reiterated thru the said resolution that the study will also be done pursuant to the City Ordinance No. 05-97 or otherwise known as the ”Ordinance regulating the use of sidewalks and for such other purposes”, City ordinance No. 21-81 or known as”” Oroquieta City Traffic Ordinance, and City Ordinance No. 307-2008 known as the “”Revised Comprehensive Solid Waste Management Ordinance which was suggested to be amended due to reasons and suggestions of the Law and order Team.

The SP wants a report of the ADHOC Committee at the soonest possible time to act on the letter and the creation of the LOT Task Force for implementation and action.

The LOT Letter reports about the implementation of action and the amendments they wanted for consideration of the Sanggunian Panlungsod sighted important reasons. In city Ordinance 05-97, the LOT sighted section 8 as to penalties imposed for first time violators, with the ordinance, cases should be filed first to penalized violators.

In the City Ordinance 21-81 s. 81 or the Traffic Ordinance, LOT sighted section 21 in which under the ordinance, violators are given 72 hours to pay administrative fines and after the lapsed of the period covered by the ordinance, the City Treasurers Office has no more option to accept or not to accept payment because of non filing of cases in the proper court, the LOT wishes it to be amended that the City Government will be allowed to collect payment after the lapsed of the 72 hours and the fine will be double if the violator wishes to pay within the 72 hours period.

In City Ordinance No 307-2008, section 17 should be amended also according to LOT.

On its regular session it is hope that the created ADHOC committee by the Sanggunian Panlungsod can submit its study to forego with the amendments of three city ordinances and the creation of the LOT Task Force under Dennis Lumasag, of the City Admin Office as Team leader, Manuel Tizon of the CHO as Asst Team Leader, Gary Lumampas of CHO as member, Dario Lasquiete of the CEEDO as Member, James Serino of CEEDO as Member, Panfilo Nanez of CEEDO as member, two(2) PNP Officer as member and four (4) Job Order employees of the city government.
